This report provides key insights into Vietnam’s economic performance in February and the first two months of 2025. 1. Agriculture, Forestry, and Fisheries

a) Agriculture

  • As of February 20, 2025, the country had cultivated 2,756.1 thousand hectares of winter-spring rice, an increase of 4.2% compared to last year. Of this:
    • Northern localities cultivated 852,400 hectares, an increase of 12.0%;
    • Southern localities cultivated 1,903.7 thousand hectares, up 1.1%, with the Mekong Delta region reaching 1,505.0 thousand hectares, increasing by 1.2%.
  • Annual crops: The cultivation area of some crops, such as sweet potatoes and soybeans, declined compared to the same period last year, mainly due to low economic efficiency and difficulties in product consumption.
  • Livestock farming: The buffalo and cattle population is on a declining trend. However, pig and poultry farming is performing well:
    • The total pig population nationwide is estimated to have increased by 3.2% as of the end of February 2025 compared to the same period in 2024.
    • The total cattle population decreased by 0.5%;
    • The total buffalo population declined by 4.0%;
    • The total poultry population grew by 3.4%.
  • As of February 26, 2025, the country no longer recorded cases of blue ear disease. However:
    • The foot-and-mouth disease remains in Lao Cai and Thanh Hoa;
    • Avian influenza is present in Tuyen Quang, Long An, and Tien Giang;
    • Lumpy skin disease continues to affect Tien Giang.
    • Rabies in animals persists in 12 localities.
    • African swine fever is still active in 11 localities, where outbreaks have not been fully controlled for over 21 days.

b) Forestry

  • The newly planted forest area across the country in February 2025 is estimated at 11.4 thousand hectares, an increase of 8.5% compared to the same period in 2024.
  • The number of scattered forestry trees planted reached 9.6 million trees, up 8.8%.
  • The harvested timber output was 1,338.8 thousand cubic meters, increasing 18.2%.
  • The damaged forest area amounted to 73.1 hectares, up 34.7%.
  • Cumulative data for the first two months of 2025:
    • Newly planted forest area: 20.1 thousand hectares, up 8.8% year-on-year.
    • Scattered forestry trees planted: 13.4 million trees, an increase of 6.8%.
    • Harvested timber output: 2,620.7 thousand cubic meters, growing 18.9%.
    • Damaged forest area: 145.4 hectares, marking a 64.0% increase.

c) Fisheries

  • The aquatic production output in February 2025 is estimated at 650.5 thousand tons, up 4.0% compared to last year.
  • Cumulative data for the first two months of 2025:
    • Total aquatic production output: 1,242.9 thousand tons, up 2.4% year-on-year.
    • Aquaculture production: 692.2 thousand tons, an increase of 4.9%.
    • Captured fisheries production: 550.7 thousand tons, a decrease of 0.5%.

2. Industrial Production

  • The Index of Industrial Production (IIP) for February 2025 is estimated to have decreased by 2.2% compared to the previous month but increased by 17.2% compared to the same period last year.
  • Cumulatively, for the first two months of 2025, the IIP grew 7.2% year-on-year, compared to a 6.5% increase in the same period of 2024. The breakdown by sector is as follows:
    • Manufacturing and processing increased by 9.3%, contributing 7.9 percentage points to overall growth.
    • Electricity production and distribution increased by 2.3%, contributing 0.2 percentage points.
    • Water supply, waste management, and wastewater treatment increased by 8.0%, contributing 0.1 percentage points.
    • Mining and quarrying declined by 6.4%, reducing overall growth by 1.0 percentage point.
  • The industrial production index for the first two months of 2025 showed growth in 58 provinces while declining in 5 provinces across the country.
  • As of February 1, 2025, the number of employees working in industrial enterprises increased by 1.0% compared to the previous month and 4.4% year-on-year.

3. Business Registration Situation

  • In February 2025, Vietnam recorded over 10,100 newly established enterprises, representing a 4.9% decrease compared to the previous month but a 34.4% increase compared to the same period last year.
  • Nearly 7,100 enterprises resumed operations, marking a 69.1% decrease from the previous month but a 32.1% increase year-on-year.
  • A total of 3,554 enterprises registered for temporary business suspension, showing a 93.3% decrease compared to the previous month and a 30.9% decrease year-on-year.
  • 2,971 enterprises halted operations while awaiting dissolution procedures, representing a 14.9% decline from the previous month but a 38.0% rise compared to the same period last year.
  • 1,737 enterprises completed dissolution procedures, down 14.1% from the previous month but up 44.4% year-on-year.
  • Cumulatively, for the first two months of 2025, Vietnam had more than 49,800 enterprises registered as newly established or returning to operation, reflecting a 19.3% increase year-on-year. On average, 24,900 enterprises were registered or resumed operations per month.
  • The number of enterprises exiting the market exceeded 67,000, a 6.9% increase from the same period last year. An average of 33,500 enterprises withdraw from the market per month.

4. Investment

  • State Budget Investment:
    • The State budget capital disbursed in February 2025 is estimated at 37.9 trillion VND, representing a 36.5% increase compared to the same period last year.
    • Cumulatively, for the first two months of 2025, the total State budget investment reached 73.2 trillion VND, equivalent to 8.5% of the annual plan, and 21.7% higher than the same period in 2024 (which was 7.7% of the annual plan and saw a 2.6% increase).
  • Foreign Direct Investment (FDI) in Vietnam:
    • The total capital newly registered, adjusted, and contributed by foreign investors through share purchases in the first two months of 2025 reached nearly $6.90 billion, reflecting a 35.5% increase from the same period last year.
    • The realized FDI capital in Vietnam during this period is estimated at $2.95 billion, reflecting a 5.4% increase year-on-year.
  • Vietnam’s Investment Abroad:
    • In the first two months of 2025, 30 new overseas investment projects received investment certificates, with Vietnam's total registered capital reaching $233.6 million, which is 9.4 times higher than the same period last year.
    • There were five capital adjustment transactions, with an additional $5.4 million registered, representing a 24.3-fold increase compared to the same period in 2024.
    • In total, Vietnam’s outbound investment capital (including new and adjusted investments) reached $239 million, which is 9.5 times higher than the same period last year.

5. State Budget Revenue and Expenditure

  • Total State budget revenue in February 2025 is estimated at 191.9 trillion VND.
  • In total, for the first two months of 2025, state budget revenue reached 499.8 trillion VND, equivalent to 25.4% of the annual estimate, and marked an increase of 25.7% compared to the same period last year.
  • Total State budget expenditure in February 2025 is estimated at 140.6 trillion VND.
  • In total, for the first two months of 2025, state budget expenditure reached 293.8 trillion VND, which is equivalent to 11.5% of the annual estimate and represents a 13.2% increase compared to the same period last year.

6. Trade, Prices, Transportation, and Tourism

a) Retail Sales and Consumer Services Revenue

  • Total retail sales of goods and revenue from consumer services at current prices in February 2025 is estimated at 561.7 trillion VND, marking a 2.5% decrease compared to the previous month but a 9.4% increase compared to the same period last year.
  • Cumulatively, for the first two months of 2025, total retail sales and consumer service revenue at current prices reached 1,137.5 trillion VND, a 9.4% increase year-on-year (compared to an 8.4% increase in the same period of 2024).
  • After excluding price fluctuations, retail sales and consumer service revenue grew by 6.2%, compared to a 5.3% increase in the same period of 2024.

b) Import and Export of Goods

In February 2025, the total import-export turnover of goods was estimated at $63.77 billion, reflecting a 0.7% increase compared to the previous month and a 32.6% increase compared to the same period last year.

In the first two months of 2025, the total import-export turnover reached $127.07 billion, up 12.0% from the previous year.

  • Exports increased by 8.4%.
  • Imports grew by 15.9%.
  • The trade balance recorded a surplus of $1.47 billion.

- Exports of Goods

  • The export turnover in February 2025 was estimated at $31.11 billion, representing a 6.2% decrease from the previous month but a 25.7% increase compared to the same period last year.
  • Cumulatively, for the first two months of 2025, the total export turnover reached $64.27 billion, an 8.4% increase year-on-year.
    • The domestic economic sector contributed $17.92 billion, marking a 12.8% increase, and accounted for 27.9% of total exports.
    • The foreign-invested sector (including crude oil) contributed $46.35 billion, increasing by 6.7%, and accounted for 72.1% of total exports.
  • Export Structure (First Two Months of 2025):
    • The processed industrial goods sector led exports, reaching $57.01 billion, accounting for 88.7% of total exports.

- Imports of Goods

  • The import turnover in February 2025 was estimated at $32.66 billion, showing an 8.4% increase compared to the previous month and a 40.0% increase compared to the same period last year.
  • Cumulatively, for the first two months of 2025, total import turnover reached $62.8 billion, an increase of 15.9% year-on-year.
    • The domestic economic sector accounted for $22.8 billion, reflecting an 18.7% increase.
    • The foreign-invested sector contributed $40.0 billion, an increase of 14.4%.
  • Import Structure (First Two Months of 2025):
    • The capital goods (production materials) sector dominated, with an import value of $58.83 billion, accounting for 93.7% of total imports.

- Key Export and Import Markets (First Two Months of 2025)

  • The United States remained Vietnam’s largest export market, with total exports reaching $19.6 billion.
  • China was Vietnam’s largest import market, with total imports amounting to $23.3 billion.

- Trade Balance

  • The trade balance for the first two months of 2025 recorded a surplus of $1.47 billion, compared to a $5.13 billion surplus in the same period last year.
    • The domestic economic sector recorded a trade deficit of $4.87 billion.
    • The foreign-invested sector (including crude oil) posted a trade surplus of $6.34 billion.

c) Consumer Price Index (CPI), Gold Price Index, and US Dollar Price Index

  • The Consumer Price Index (CPI) for February 2025 increased by 0.34% compared to the previous month, 1.32% compared to December 2024, and 2.91% compared to the same period in 2024.
  • On average, for the first two months of 2025, the CPI increased by 3.27% year-on-year, while core inflation rose by 2.97%.
  • The Gold Price Index for February 2025 rose by 4.72% compared to the previous month, 5.8% compared to December 2024, and 32.57% compared to the same period last year.
  • On average, for the first two months of 2025, the Gold Price Index increased by 30.84% year-on-year.
  • The US Dollar Price Index for February 2025 decreased by 0.06% compared to the previous month but increased by 0.15% compared to December 2024 and 3.52% year-on-year.
  • On average, for the first two months of 2025, the US Dollar Price Index increased by 3.75% compared to the same period in 2024.

d) Passenger and Freight Transport

  • Passenger transport in February 2025 was estimated at 464.3 million trips, reflecting a 12.2% increase year over year. The total number of passenger kilometers traveled reached 26.3 billion, increasing by 12.7% compared to the same period last year.
  • Cumulatively, for the first two months of 2025, the total passenger transport volume reached 912.4 million trips, growing 13.8% year-on-year, while the passenger-kilometers traveled reached 52.1 billion, an increase of 16.2%.
  • Freight transport in February 2025 was estimated at 234.2 million tons, a 16.0% increase year-on-year, while the ton-kilometers transported reached 48.9 billion, an increase of 19.1%.
  • Cumulatively, for the first two months of 2025, the total freight transport volume reached 471.8 million tons, up 14.5% year-on-year, while the total ton-kilometers transported reached 98.1 billion, marking an 11.8% increase compared to the same period last year.

đ) International Visitors to Vietnam

Vietnam’s favorable visa policies, intensified tourism promotion programs, and prestigious international tourism awards have significantly attracted international visitors.

  • In February 2025, the country welcomed nearly 1.9 million international arrivals, marking a 23.7% increasecompared to the same period last year.
  • Cumulatively, for the first two months of 2025, international arrivals exceeded 3.96 million, reflecting a 30.2% increase year-on-year.

7. Social Issues

- Labor, Employment, and Social Welfare

  • According to preliminary Labor and Employment Survey results, living conditions in February 2025 improvedcompared to January.
  • Social welfare programs have been effectively implemented by authorities at all levels.
  • As of February 27, 2025, the Government provided nearly 6,900 tons of rice to support citizens in need, including:
    • Over 6,000 tons of rice allocated for Tet holiday hunger relief, benefiting 402,600 people.
    • 836 tons of rice distributed as lean-season aid to 55,800 people in 2025.

- Traffic Accidents

  • In February 2025 (from January 26 to February 25, 2025), Vietnam recorded 1,431 traffic accidents.
  • Cumulatively, for the first two months of 2025, the country experienced 3,203 traffic accidents, resulting in:
    • 1,748 fatalities
    • 2,191 injuries
  • Compared to the same period in 2024:
    • The number of accidents decreased by 31.2%.
    • Fatalities decreased by 10.5%.
    • Injuries dropped by 41.0%.
  • On average, in the first two months of 2025, Vietnam recorded 52 traffic accidents per day, causing 28 deaths and 35 injuries daily.

- Natural Disasters

  • In February 2025, thunderstorms, heavy rains, and lightning resulted in:
    • 5 injuries.
    • 545.3 hectares of rice and crops submerged or damaged.
    • Total property damage of approximately 6 billion VND, representing a 64.7% decrease compared to the same period last year.
  • Cumulatively, for the first two months of 2025, natural disasters caused:
    • 5 injuries.
    • 2,700 hectares of rice and crops damaged.
    • Total property damage estimated at 20.8 billion VND, reflecting a 73.7% reduction compared to the same period in 2024.

- Environmental Violations

  • In February 2025, reports from the Department of Natural Resources and Environment and local Police Departments compiled by the General Statistics Office indicated:
    • 1,535 environmental violations were detected.
  • Cumulatively, for the first two months of 2025:
    • 5,329 cases of environmental violations were recorded.
    • 4,659 cases were prosecuted, resulting in total fines of 54.9 billion VND, a 1.1% decrease compared to the same period last year.

- Fires and Explosions

  • In February 2025, there were 338 cases of fire and explosions, leading to:
    • 6 fatalities.
    • 4 injuries.
    • Estimated damages of 24.6 billion VND, which is 2.1 times higher than the previous month but 11.2% lower than the same period last year.
  • Cumulatively, for the first two months of 2025, Vietnam recorded:
    • 715 fire and explosion incidents.
    • 14 fatalities.
    • 12 injuries.
    • Estimated damages of 36.3 billion VND, marking a 23% decrease compared to the same period last year.
